Well, i look at it as it fires small volleys at the time. After each volley (like a shotgun) it "bounces" a bit and need to be readjusted. This makes it so, that sometimes its adjusted perfectly on target (2 10's) where All shots at least has a chance to hit, where only One or 2 volleys get "locked on target" is 2 2's. Then, after those "lock ons" the battlefield Might have some stoneformations or trees that take some of the hits (This is cover) and some shots Might simply slip between some of the enemy troops (This is rolling to hit)

At least, Thats what makes Sense to me ;-)
