I have always had this question, does the Gyrocopter move and shoot? Can it march and shoot?

Yes it can move and shoot. It can't march and shoot though.

The rules do however indicate you can march and then drop bombs as they are worked out in the movement phase, not as shooting.
Move and Shoot: Yes
Move and Bomb: Yes
Move and Bomb, and Shoot: No
March and Shoot: No
March and Bomb: Yes
March and Bomb, and Shoot: No (No shooting)

Can't the Gyro fire it's steamgun though because it is relentless? I thought thats what made it effective, being able to fire even if it moves the full 20 inches?

Relentless has nothing to do with shooting. It simply allows you to march without taking a leadership test for nearby enemies.
