Does this mean that map is finished?

EDIT: Actually no. Even with though the rules forces you to place a terrain feature before you pass, I don't care, you could just add a miniscule hill in a corner. But it means I should place another terrain pieces as the starter to set up terrain will place at least 3 pieces given the other player pass as early as possible. Agree?
